Capital Area Domestic and Sexual Violence Coordinating Council (CADSVCC)
History
In the 1980's efforts were initiated by the local domestic violence shelter program and law enforcement to meet regularly to improve public relations and service delivery in our county. This Task Force met irregularly for a year or two, but never had strong community involvement or active leadership. In 1994 new efforts were started, leading to regular meetings of the Capital Area Family Violence Coordinating Council (CAFVCC). The local domestic violence program, the Prosecutor's Office, law enforcement and other professionals who worked with victims and/or perpetrators of relationship violence initiated these efforts. The first co-chairs of the CAFVCC were the Ingham County Prosecutor, Don Martin, and a staff person at End Violent Encounters, Inc. (formerly known as the Council Against Domestic Assault). The CAFVCC changed its name in 2006 to the Capital Area Domestic and Sexual Violence Coordinating Council (CADSVCC).

The Steering Committee is the executive group that is administratively responsible for the CADSVCC. Established in 1994, the CADSVCC Steering Committee was formed to oversee coordinated collaborative community efforts. The membership for this executive committee is comprised of the chairs, and some members, from each of the subcommittees listed below. Other domestic violence and sexual assault service providers and survivors are welcome to attend.

The CADSVCC Capital Area Response Effort (CARE) program and subcommittee began in 1996. The CARE program was developed to reduce family violence in Ingham County by sending volunteer and paid staff to meet with victims immediately following all domestic violence arrests. The program was developed from collaborative efforts of the coordinating council. Eventually volunteer efforts were replaced once CARE became funded; however, this program continues to be supported by CADSVCC efforts. The CARE subcommittee continues to meet to act as an Advisory Committee for the CARE program. This committee meets as needed and is comprised of law enforcement and victim services representatives.

The Capital Area Sexual Assault Team (CASART) began meeting in 2004. These efforts were initiated by the MSU Sexual Assault Program and Sparrow Hospital SANE program. In 2005 CASART came under the umbrella of the CAFVCC, which subsequently changed its name to CADSVCC. The Statement of Purpose of CASART is to provide a supportive and competent coordinated multidisciplinary emergency response and support for survivors of sexual assault in Ingham County.

Established in 2001, the mission of this CADSVCC subcommittee is:
Due to volunteer efforts of the coordinating council, the first court watch volunteer training was provided in March 2002. This subcommittee acts as an Advisory Committee to oversee this all-volunteer run program. Membership is open to anyone in this community but is currently made up of law enforcement, court personnel, victim service providers, court watch volunteers and the prosecutor's office.

Community of Faith Subcommittee
This subcommittee was active for a while, but stopped meeting for several years. In 2006 it was re-activated by B. Nicholas, a former Master level social work intern at MSU Safe Place 2004-05, and at MCADSV 2005-06, because of her interest in religion and domestic violence. Community members are encouraged to join her in efforts to increase collaborative relationships and outreach efforts to religious groups and those serving domestic violence victims and perpetrators.

The CADSVCC Domestic Assault Response Team (DART) Committee was established in 2001 to develop a coordinated team to respond to domestic violence charges and personal protection order violations. In 2001, a grant was received by the Department of Justice, Grants to Encourage Arrest, to develop a DART. This grant funded this program through September 2004. During the funded time period the DART team met regularly. After funding stopped, efforts continued as staffing allowed. Once DART was re-funded in 2005, DART efforts continued with paid staffing positions. The current staff members paid by DART grant include: S. Kwasnik, Assistant Prosecuting Attorney; R. McKenzie, Probation Officer; and T. Ramirez as victim advocate.

DART functions as a team. Meetings are attended by grant-paid probation officer, advocate, prosecutor and other community members, and are scheduled and chaired by 54-A District Court.
Health Care Professionals Subcommittee
The Medical subcommittee met regularly from 1994-1998, and then stopped meeting until 2004 when it changed it's name to Health Care Professionals. This committee is currently working to improve the medical response within this definition of family violence:
The mission of the medical subcommittee is to reduce domestic and sexual violence in the Greater Lansing area by actively and collectively reviewing and developing best practices and protocol when screening, documenting and serving victims of sexual assault and/or domestic violence, through community education and public awareness. The medical sub-committee is comprised of medical professionals, sexual assault nurse examiners and domestic violence and sexual assault advocates.

Service Providers Subcommittee
Established in 1994, the mission of this CADSVCC Service Provides Subcommittee initially focused on domestic violence until 2005 when the mission expanded to include sexual assault:
Membership is open to anyone in the community but is currently made up of members of law enforcement, victim services providers, batterer's intervention service providers, prosecutor's office, probation, child abuse service providers, Friend of the Court, substance abuse programs, and those in private practice. Survivors are encouraged to take part in these efforts.

The CADSVCC STOP Committee oversees the administration of the STOP Grant, which funds the Personal Protection Order (PPO) Office. The PPO Office was established in 1996 due to efforts of the coordinating council. The PPO Office services are available to domestic violence, sexual assault and stalking victims.
