Call to Order- The meeting was called to order at 12:15 p.m.

Reports of Officers-

Recording Secretary- The minutes for January were not available.

President's Report- Lenny Govoni reported on the following:

The grievance list has been reviewed with Hankins and Flanagan.
The contract has been reviewed and finalized and signed for the Salary Survey.
Vision- a meeting is scheduled for March 6
There were no meetings with the University this month.
Mike Gardner will attend the 20/20 Vision plan meeting ( space planning utilization, parking, etc.) at Nesbit today.
Health Care- proposal on Voluntary Employee Benefit Association (VEBA) has been sent. March 31 is the deadline. No word on the University position. This has been proposed for new employees to tap into to purchase health care insurance.

Treasurer's Report- Ken Deneau reported on the Monthly Financial Statement for the month ending 12/31/99. The balance as of 12/31/99 is $213,197.73. It was moved and seconded to approve the treasurer's report. Motion carried. Ken noted the following:

Due to the survey and incoming bills from Legal expenses, we are at a negative change to funds this month.
No odd expenses this month. Mostly board pay. Rent is billed on a quarterly basis.
Expenses associated with the survey are included in the general expense column.
Audit- copies were distributed. Shows that our office furniture has totally depreciated.

Vice President Negotiations- no further further report from Dan Chegwidden.

Contract Administration- Jim Hensley reported on Grievance/Counseling Activity for this period. There are currently 11 grievances as of February 8. Grievance 99-08 looks promising after arbitration, based on testimony. Grievance 99-14 is set for arbitration on March 13, 2000. 99-12 is being posponed until after 99-14 is heard at arbitration.

There were 16 Counseling /Investigations to this point.

Corresponding Secretary- No report from Gavin Smith.

Membership Secretary- Debbi Sudduth reported on the December 1999 membership report. The total on the roster is 881. Total correspondence from January 1, 2000- January 31 was 32. The comparative report for January 99- December 99 shows 859 members.
