List of impediments to facility access defined by 1984 Task Force:

1. Narrow, remote or snow-piled handicapper parking spaces.
2. Curbs/steps/steep or snow-bound grades between parking or other points of arrival.
3. Steps, exessively steep/narrow ramps, uncovered, unenclosed or unheated and snow/ice- clogged building approaches or ramps (especially to remote or little trafficked entrances/exits that are the only point of building access for handicappers.)
4. Manually operated entrance/exit doors.
5. Lack of an alternative means of egress from the floor level where access is provided.
6. Interior steps or excessively steep/narrow ramps as the only means of circulation between split floor levels. Fire or other manually operated internal doors in corridors.
7. Lack of a passenger elevator in multi-level facilities, or lack of handicapper accommodations in existing passenger elevators.
8. Toileting, locker, showering/sauna facilities which are not accommodating.
9. Residential facilities which are not accommodating.
10. Fixtures, furnishments or facilities which are not accommodating.
11. Absence of multi-modal (universal) fire alarms.
