You can get
patterns at any fabric shop like Joann's or Hancock Fabrics. You'll
probably have to look through the men's patterns (the one I have was
included with some shirt patterns). Before you sew your tie you'll have
to sew the different colored stripes together. It gets tedious, but it's
not hard.
