As part of his service on the Academic Council, (in the early and mid-1980's), Dr. Kreinin developed several UNIVERSITY-WIDE FINANCIAL PLANS at M.S.U. to help solve the University financial crisis. He guided the plans through the Governance system, up to the point of their implementation by the central administration. He consulted with 10-15 other universities, as well as national organizations, about these plans. As a result, variants and strands of the plans were adopted by several other universities. Dr. Kreinin was also invited to address associations of university presidents and of chief academic officers on matters affecting university finances and staffing. As Chairman of the University Committee on the Environment, Dr. Kreinin advised the central administration on priorities and budget reductions in the non-academic areas of the University.

Dr. Kreinin consulted with the following institutions and organizations on financial and staffing plans: University of Oregon, Minnesota system, University of Western Ontario, Illinois Institute of Technology, Ohio State, Missouri, national AAUP, National Council on Foundations, Presidents of institutions belonging to the American Association of State Colleges and Universities, Provosts of the South-East Associations of Universities, and others.

Same for Four European Lecture Tours.

Same for Two Middle East and African Lecture Tours.

Same for Two Japan-Korea, New Zealand, Australia Lecture Tours.
