ARTICLE I: NAME AND PURPOSE
Section 1. Name:
The name of this organization shall be Gay, Lesbian, Bisexual, Transgendered
Safe Schools Group (GLBT Safe School)
Section 2. Purpose:
The purpose of this organization shall be to promote safe schools for
lesbian, gay, bisexual, transgendered and questioning students.
ARTICLE II: MEMBERSHIP
Section 1. Eligibility:
General membership is open to all undergraduate and graduate students,
faculty, staff, and community members interested in promoting safe schools.
This organization will not discriminate on the basis of age, color, gender,
gender identity, disability status, height, marital status, national origin,
political persuasion, race, religion, sexual orientation, veteran status,
or weight.
Voting membership is open to undergraduate and graduate MSU student members
only. Only voting members may be officers.
Section 2. Obtaining Membership
Any person (student, faculty, staff) may become a general member by signing
the membership roster. A prospective general member can sign the membership
roster in person or electronically by indicating in an email the desire
to be a member. A general member remains in good standing by obeying the
rules of this constitution and signing the membership roster.
A voting member must be a MSU undergraduate or graduate student and have
attended one meeting per semester prior to being eligible to vote. Voting
members must maintain good standing as a general member.
ARTICLE III: OFFICERS
Section 1. Officers
Convener/Co-Conveners – One year term(s) from April 1 – March
31
Secretary – One year term from April 1 – March 31.
Treasurer – One year term from April 1 – March 31.
Officers may serve more than one term consecutively, if nominated and
elected in consecutive terms.
Section 2. Elections:
Notice of elections must be provided to the general membership at least
one week before elections. Nominations and elections may happen at the
same meeting. Only general members in good standing may nominate officers.
Only voting members may be nominated or elected to office. Only voting
members may vote. A quorum shall be required for all officer elections.
Election shall be by simple majority of voting members present at the
election.
Section 3. Duties
Convener /Co-Conveners - The convener / co-convener shall convene all
meetings, establish the agenda based on member input, and represent the
group to the College and University as necessary, and delegate other duties
as necessary.
Secretary - The secretary shall maintain the membership roster, conduct
elections, maintain meeting notes, and distribute meeting notes to members.
Treasurer - The treasurer shall maintain all financial records.
Section 4. Removal of Officers
An officer failing to maintain general membership in good standing may
be removed. Any general member may propose the removal of an officer.
The general membership must receive notice of proposed vote for removal
of an officer one week prior to a vote for removal. An officer may be
removed by majority vote of a quorum of voting members.
ARTICLE IV: OPERATING PROCEDURES
Section 1. Meetings
Meetings shall be convened at least once per semester. All other meetings
shall be convened as deemed necessary by the conveners / co-conveners.
A quorum shall constitute 50% the voting membership. A quorum will be
required for all actions requiring a vote.
Section 2. Rules of Order
Convener / co-conveners shall maintain order using a community discussion
format. Robert's Rules of Order shall be used for all actions requiring
a vote of the membership.
Section 3. Committees
Executive Committee - Shall consist of all officers and committee chairpersons.
All members may participate in executive committee meetings. The Executive
Committee shall review and approve all expenditures; review and approve
all committee recommendations.
All other committees shall be established by the interests of the membership.
Each committee shall elect a chairperson. Any general member may serve
as a chairperson. Committees may propose actions to the Executive Committee.
ARTICLE V: AMENDMENTS
Section 1. Who Can Propose Amendments
Any general member may propose an amendment to the constitution.
Section 2. How Amendments Are Made
Notice and text of proposed amendments must be presented to the general
membership at least one week prior to voting.
Section 3. How Amendments Are Approved
Amendments to the constitution must receive a 2/3 majority vote of the
voting members present at the meeting.
